Select the vertices of one mesh that lie within a distance of another's surface, and change that distance on a slider while you watch.

What it does
Select what sits close to another mesh
Select a body, then the shirt over it, and press Select Vertices. Every shirt vertex within your distance of the body's surface is selected, ready to weight, sculpt or pull clear of the skin.
Keeps up with the slider
An accelerated spatial-tree method means the selection updates as you drag, rather than after. Finding the right distance becomes a feel rather than a guess.
Inside as well as near
An inner-volume option takes the vertices enclosed by the other mesh, not only those near its skin.
A small tool, honestly
This does one thing. It is here because that one thing is tedious by hand and comes up constantly in character work — and because at two dollars, a tool that saves an hour once has already paid for itself many times over.
